Narrative:

While climbing from 7700 ft MSL (from 00V) to 10500 ft MSL, using brk VOR as reference, cos departure radar controller requested aircraft departing 00V remain clear of cos class C airspace. I called cos departure on 124.0 identing myself. I remained north of brk VOR visually and continued my climb. Cos departure assigned me a squawk code and idented me by call sign. I confirmed radar contact, but apparently the cos departure still had not cleared me through the north edge of the class C airspace. He called me and reminded me that he had not cleared me through his airspace and I had penetrated 1-2 NM on the northern edge. He reported me 8 NM north of cos airport. An MD80 departed cos. Factors: aircraft not equipped with GPS or DME. Visual navigation with respect to bfk VOR not accurate enough. Corrective action: steer further north of brk VOR when given a class C airspace restr. Purchase GPS or DME.
