Narrative:

Monitored CTAF at bar harbor airport and taxied out to runway 4. Captain instructed me to contact bangor to get IFR clearance to boston. Approach indicated they had IFR traffic inbound and we could hold for release or depart VFR and pick clearance up in the air. I asked captain what he wanted to do. He said we have time to depart. Base to final traffic touched down so captain put us in position and hold on runway 4. Traffic rolling out on runway 4 did a touch-and-go which he did not previously indicate he was going to do. Waited till traffic turned crosswind and captain brought power up and we began takeoff roll. Upon turning downwind for departure, someone on radio asked 'hey, air carrier X, don't I get an apology?' captain talked to person on ground the next day and indicated that he didn't hear gentleman make 5 radio calls as claimed on CTAF. I also didn't hear radio calls. The person indicated that he knew the gentleman in question and that he had previously been advised to have weak radios checked for transmitting capability. I did not see IFR traffic approaching or landing from my side of the cockpit. However, I believe that captain is a very capable/safe pilot and that would not have put anyone in danger intentionally.

Title: A BE1900 FLT ENTERS RWY PREMATURELY, NOT KNOWING THAT IT WAS GOING TO BLOCK THE APCH OR NORAC TFC IFR INBOUND TO BHB, ME.

BASE TO FINAL TFC TOUCHED DOWN SO CAPT PUT US IN POS AND HOLD ON RWY 4. TFC ROLLING OUT ON RWY 4 DID A TOUCH-AND-GO WHICH HE DID NOT PREVIOUSLY INDICATE HE WAS GOING TO DO. WAITED TILL TFC TURNED XWIND AND CAPT BROUGHT PWR UP AND WE BEGAN TKOF ROLL. UPON TURNING DOWNWIND FOR DEP, SOMEONE ON RADIO ASKED 'HEY, ACR X, DON'T I GET AN APOLOGY?' CAPT TALKED TO PERSON ON GND THE NEXT DAY AND INDICATED THAT HE DIDN'T HEAR GENTLEMAN MAKE 5 RADIO CALLS AS CLAIMED ON CTAF. I ALSO DIDN'T HEAR RADIO CALLS. THE PERSON INDICATED THAT HE KNEW THE GENTLEMAN IN QUESTION AND THAT HE HAD PREVIOUSLY BEEN ADVISED TO HAVE WEAK RADIOS CHKED FOR XMITTING CAPABILITY. I DID NOT SEE IFR TFC APCHING OR LNDG FROM MY SIDE OF THE COCKPIT. HOWEVER, I BELIEVE THAT CAPT IS A VERY CAPABLE/SAFE PLT AND THAT WOULD NOT HAVE PUT ANYONE IN DANGER INTENTIONALLY.
