Narrative:

At roc airport, ground control cleared us to taxi to runway 22 with instructions to hold short of runway 28 at taxiway D. Ground then told us to monitor tower, who directed us to make a right turn onto runway 28, a right turn onto runway 22, and a 180 degree turn. My first officer and I both believe that tower wanted us to make the 180 degree turn at the construction hold line (displaced threshold). Next, we heard the tower tell an aircraft (with a call sign of 'aircraft Y') to go around, followed by words to us 'aircraft X, I needed you on the other side of...' (something here was said I'm not sure of). I then said to the tower controller that I really believed he wanted the 180 degree turn into position at the construction displaced threshold on runway 22. Furthermore, I said to him I was extremely sorry if I did not understand his instructions as he meant them. He cleared our flight for takeoff and turned us over to departure control. My first officer and I carefully and completely went over these events and we believe we followed tower's directions. I'm writing this report because the event was a valuable lesson for me regarding how easily the meaning of instructions can be perceived incorrectly. Additionally, I'll make every effort to be absolutely sure of taxi instructions, particularly those involving nonstandard rtes due to airport construction.

Title: DHC8 FLC RECEIVE CONFUSING TAXI INSTRUCTIONS TO ACTIVE RWY.

Narrative: AT ROC ARPT, GND CTL CLRED US TO TAXI TO RWY 22 WITH INSTRUCTIONS TO HOLD SHORT OF RWY 28 AT TXWY D. FURTHERMORE, I SAID TO HIM I WAS EXTREMELY SORRY IF I DID NOT UNDERSTAND HIS INSTRUCTIONS AS HE MEANT THEM. HE CLRED OUR FLT FOR TKOF AND TURNED US OVER TO DEP CTL. MY FO AND I CAREFULLY AND COMPLETELY WENT OVER THESE EVENTS AND WE BELIEVE WE FOLLOWED TWR'S DIRECTIONS. I'M WRITING THIS RPT BECAUSE THE EVENT WAS A VALUABLE LESSON FOR ME REGARDING HOW EASILY THE MEANING OF INSTRUCTIONS CAN BE PERCEIVED INCORRECTLY. ADDITIONALLY, I'LL MAKE EVERY EFFORT TO BE ABSOLUTELY SURE OF TAXI INSTRUCTIONS, PARTICULARLY THOSE INVOLVING NONSTANDARD RTES DUE TO ARPT CONSTRUCTION.
