Narrative:

Another pilot flew the aircraft. While deplaning passenger through rear door, aft center of gravity developed and tail strike occurred. I contacted maintenance prior to flying aircraft. Maintenance said if damage was minor, ok to bring aircraft to another airport for inspection and it was ok to fly with passenger. I flew 2 short legs, and had maintenance inspect the aircraft at the end of the 2ND leg. Upon removing the tail cone, the aft bulkhead was found to have an internal bend, thus making the aircraft unairworthy. Although maintenance was contacted by phone, a visual inspection (by maintenance) should have been conducted prior to flight. My description of the damage to maintenance, and their subsequent reply, was insufficient to correctly access the damage.

ALTHOUGH MAINT WAS CONTACTED BY PHONE, A VISUAL INSPECTION (BY MAINT) SHOULD HAVE BEEN CONDUCTED PRIOR TO FLT. MY DESCRIPTION OF THE DAMAGE TO MAINT, AND THEIR SUBSEQUENT REPLY, WAS INSUFFICIENT TO CORRECTLY ACCESS THE DAMAGE.
