Narrative:

While parking in ZZZ gate x-x, we left #4 engine running, due to the APU generator being deferred. Ground personnel pulled a baggage cart train in front of the #4 and began unloading bags. The first officer alerted me to this and was about to shut down the engine when someone finally realized we were running. This is becoming common practice for the ramp to not observe the red beacon to indicate we are still pwred up. Someone or something is going to be ingested into the engine if this keeps occurring. The ramp personnel should evaluate the situation before approaching the aircraft to ensure it is safe.

Title: AN AVRO RJ85 PARKED AT A GATE WITH #4 ENG RUNNING AND BEACON LIGHT ON EXPERIENCES BAGGAGE TRAIN PARK IN FRONT OF ENG AND UNLOAD BAGS.

Narrative: WHILE PARKING IN ZZZ GATE X-X, WE LEFT #4 ENG RUNNING, DUE TO THE APU GENERATOR BEING DEFERRED. GND PERSONNEL PULLED A BAGGAGE CART TRAIN IN FRONT OF THE #4 AND BEGAN UNLOADING BAGS. THE FO ALERTED ME TO THIS AND WAS ABOUT TO SHUT DOWN THE ENG WHEN SOMEONE FINALLY REALIZED WE WERE RUNNING. THIS IS BECOMING COMMON PRACTICE FOR THE RAMP TO NOT OBSERVE THE RED BEACON TO INDICATE WE ARE STILL PWRED UP. SOMEONE OR SOMETHING IS GOING TO BE INGESTED INTO THE ENG IF THIS KEEPS OCCURRING. THE RAMP PERSONNEL SHOULD EVALUATE THE SIT BEFORE APCHING THE ACFT TO ENSURE IT IS SAFE.
