Narrative:

On aug/fri/O1, ZOA oceanic experienced yet another unscheduled odaps outage. At approximately XA30 controller began receiving system startover messages. At approximately XA45, the odaps was shut down and a complete cold start was required, which included a total dump of all flight plans. All flight plans had to be re-input. Normal operations resumed at approximately XD00. This is the third unscheduled odaps outage within a 1 month period (second ucr that has been filed on such outages). ZOA order 7110. 10C requires oceanic controller to view the odaps isd prior to the issuance of an ATC clearance and prior to forwarding xfer of control messages to adjacent facilities or sectors. Since odaps was down, this important safety requirement could not be accomplished.

Title: AN UNSCHEDULED ODAPS OUTRAGE OCCURRED AT ZOA, CA.

Narrative: ON AUG/FRI/O1, ZOA OCEANIC EXPERIENCED YET ANOTHER UNSCHEDULED ODAPS OUTAGE. AT APPROX XA30 CTLR BEGAN RECEIVING SYS STARTOVER MESSAGES. AT APPROX XA45, THE ODAPS WAS SHUT DOWN AND A COMPLETE COLD START WAS REQUIRED, WHICH INCLUDED A TOTAL DUMP OF ALL FLT PLANS. ALL FLT PLANS HAD TO BE RE-INPUT. NORMAL OPS RESUMED AT APPROX XD00. THIS IS THE THIRD UNSCHEDULED ODAPS OUTAGE WITHIN A 1 MONTH PERIOD (SECOND UCR THAT HAS BEEN FILED ON SUCH OUTAGES). ZOA ORDER 7110. 10C REQUIRES OCEANIC CTLR TO VIEW THE ODAPS ISD PRIOR TO THE ISSUANCE OF AN ATC CLRNC AND PRIOR TO FORWARDING XFER OF CTL MESSAGES TO ADJACENT FACILITIES OR SECTORS. SINCE ODAPS WAS DOWN, THIS IMPORTANT SAFETY REQUIREMENT COULD NOT BE ACCOMPLISHED.
