Narrative:

Aircraft was climbing off of lax via the LOOP2 SID, dag transition. Vicinity of coopp intersection, requested and were granted 25 degrees left deviation due to WX activity on the airway between coopp and dag, as well as one well-defined cell right on top of dag. Sometime later in the vicinity of the dag 250 degree radial at approximately 25 DME, center said '...fly heading 070 degrees.' a heading of 070 degrees would put us right in the cell over dag, so we responded 'how about a 060 degree heading for the cell in front of us.' center came right back with 'you are entering airspace you cannot go into, fly heading 070 degrees, squawk 7700.' we turned to the heading and verified the transponder code, then entered 7700. I told first officer we would give him about 15 mi, then turn as we would not fly into the cell. After about 10 mi we were issued a 055 degree heading for about 20 mi, then cleared direct las on course. Once cleared on course we were reissued our prior transponder code. I feel that the controller did not consider special use airspace, the barstow MOA and R-2502E, when he approved our WX deviation, and failed to monitor our impending airspace conflict until the last moment.

Title: B757 FLC WERE APPROVED TO DEVIATE AROUND WX AND THEN SUBSEQUENTLY ARTCC CTLR ADVISED THAT THEY WERE ENTERING RESTR AIRSPACE AND TO TURN TO ANOTHER HEADING WHICH WOULD TAKE THEM INTO A TSTM. FLC REFUSED HEADING AND THE CTLR REQUESTED THAT THEY SQUAWK EMER CODE.

ONCE CLRED ON COURSE WE WERE REISSUED OUR PRIOR XPONDER CODE. I FEEL THAT THE CTLR DID NOT CONSIDER SPECIAL USE AIRSPACE, THE BARSTOW MOA AND R-2502E, WHEN HE APPROVED OUR WX DEV, AND FAILED TO MONITOR OUR IMPENDING AIRSPACE CONFLICT UNTIL THE LAST MOMENT.
