C208, taxied across runway 18 left without authorization. B737, rolling out after landing used full reverse thrust and brakes to avoid hitting cessna caravan. Cessna's left wing tip passed within 50 ft of B737 nose at 90 degree angle. Cessna pilot was issued hold short instructions three times. Acknowledged with readback twice. Poor or non existent hold short bars contributed to incident. Cessna caravan is a night cargo operator. Appeared to be running late. Requested intersection departure. Controller was working combined positions (local and ground control) controller was in communications with both aircraft.
