Narrative:

Passenger boarded aircraft with dog in a carrier. Flight attendant #2 was doing safety compliance check and noticed that carrier was too large and would not fit under seat. Captain decided to lock carrier in aft lavatory which was inoperative. After takeoff passenger went to lavatory and took dog out of kennel, and became verbally abusive. Passenger barely spoke english. Didn't want to comply with flight attendant's instructions. Manager on duty and passenger service staff met the flight. Police was called as well. Problem should have been taken care of in phl.

Title: B727. PAX WAS ALLOWED TO CARRY A DOG KENNEL ONTO THE ACFT THAT WOULD NOT FIT UNDER THE SEAT.

Narrative: PAX BOARDED ACFT WITH DOG IN A CARRIER. FLT ATTENDANT #2 WAS DOING SAFETY COMPLIANCE CHK AND NOTICED THAT CARRIER WAS TOO LARGE AND WOULD NOT FIT UNDER SEAT. CAPT DECIDED TO LOCK CARRIER IN AFT LAVATORY WHICH WAS INOP. AFTER TKOF PAX WENT TO LAVATORY AND TOOK DOG OUT OF KENNEL, AND BECAME VERBALLY ABUSIVE. PAX BARELY SPOKE ENGLISH. DIDN'T WANT TO COMPLY WITH FLT ATTENDANT'S INSTRUCTIONS. MGR ON DUTY AND PAX SVC STAFF MET THE FLT. POLICE WAS CALLED AS WELL. PROB SHOULD HAVE BEEN TAKEN CARE OF IN PHL.
