Narrative:

After reporting to ATC (smo ATC tower) I had traffic at my 3 O'clock position on final approach in sight, smo tower control advised me to follow that traffic and I was #3 for landing. Upon completing my turn to final approach the tower controller made a radio call attempting to communicate with aircraft Y. Several attempts (4-6) were made to no avail. Simultaneous to the last attempt by the tower controller, aircraft Y appeared directly above my aircraft. I made an immediate turn for the downwind (right turn). I am not done investigating this for my own satisfaction but I feel the primary cause for this near midair collision results from the tower controller clearing my aircraft for approach. Another contributing factor is a failure to communicate with smo tower by aircraft Y.

Title: AN SMA PLT WHILE ON FINAL AT SMO HAD AN NMAC WITH ANOTHER SMA ACFT.

Narrative: AFTER RPTING TO ATC (SMO ATC TWR) I HAD TFC AT MY 3 O'CLOCK POS ON FINAL APCH IN SIGHT, SMO TWR CTL ADVISED ME TO FOLLOW THAT TFC AND I WAS #3 FOR LNDG. UPON COMPLETING MY TURN TO FINAL APCH THE TWR CTLR MADE A RADIO CALL ATTEMPTING TO COMMUNICATE WITH ACFT Y. SEVERAL ATTEMPTS (4-6) WERE MADE TO NO AVAIL. SIMULTANEOUS TO THE LAST ATTEMPT BY THE TWR CTLR, ACFT Y APPEARED DIRECTLY ABOVE MY ACFT. I MADE AN IMMEDIATE TURN FOR THE DOWNWIND (R TURN). I AM NOT DONE INVESTIGATING THIS FOR MY OWN SATISFACTION BUT I FEEL THE PRIMARY CAUSE FOR THIS NMAC RESULTS FROM THE TWR CTLR CLRING MY ACFT FOR APCH. ANOTHER CONTRIBUTING FACTOR IS A FAILURE TO COMMUNICATE WITH SMO TWR BY ACFT Y.
