Narrative:

Air carrier X on departure cleared to 10000 ft and turned to 080 degree heading. An aircraft at 8400 ft indicated was 15 mi east of indy, not talking to anyone. Traffic was issued and air carrier X reported him on TCASII and wanted a turn to miss him. The MD80 passed behind him 2 mi and 400 ft. Class B airspace might have made a mandatory call on the part of the VFR aircraft.

Narrative: ACR X ON DEP CLRED TO 10000 FT AND TURNED TO 080 DEG HDG. AN ACFT AT 8400 FT INDICATED WAS 15 MI E OF INDY, NOT TALKING TO ANYONE.
