Narrative:

This is to inform you of a maintenance issue that occurred recently. I work as a pilot for a state government agency. Recently there has been an incident regarding maintenance that I do not feel comfortable with. A 100 hour inspection had not been performed as agreed upon and I flew the airplane assigned to me without the required airworthiness directive compliance. For further information please see the included copy of a memo that I sent to my supervisor explaining how events occurred. Just a quick update of what's been going on with the airplane. Any airplane is required to undergo periodic inspections/maintenance. Mainly operating conditions dictate the intervals and the intensity, an airliner undergoes much stricter standards than a pvtly owned airplane. While the division is not an airline it chooses to adopt slightly stricter standards than required by the FAA for this kind of operation. The required annual inspection will be done by division policy every 100 operating hours and will count towards the federal requirement for an annual inspection. This way it is not uncommon to have multiple 'annual inspections' done in a calendar yr.

MAINLY OPERATING CONDITIONS DICTATE THE INTERVALS AND THE INTENSITY, AN AIRLINER UNDERGOES MUCH STRICTER STANDARDS THAN A PVTLY OWNED AIRPLANE. WHILE THE DIVISION IS NOT AN AIRLINE IT CHOOSES TO ADOPT SLIGHTLY STRICTER STANDARDS THAN REQUIRED BY THE FAA FOR THIS KIND OF OP. THE REQUIRED ANNUAL INSPECTION WILL BE DONE BY DIVISION POLICY EVERY 100 OPERATING HRS AND WILL COUNT TOWARDS THE FEDERAL REQUIREMENT FOR AN ANNUAL INSPECTION.
