Narrative:

The flight was cleared to 11000 ft. The controller asked if the flight was expediting to 10000 ft. The captain told the controller the flight was level 11000 ft. The controller then gave the flight a TA call and told us to immediately descend to 10000 ft. It was at that time a TCASII RA had occurred.

Title: THERE IS CONFUSION BTWN THE FLT CREW AND CTR CTLR AS TO ALT THE ACFT SHOULD BE AT AND THEN THEY RECEIVE A TCASII RA.

Narrative: THE FLT WAS CLRED TO 11000 FT. THE CTLR ASKED IF THE FLT WAS EXPEDITING TO 10000 FT. THE CAPT TOLD THE CTLR THE FLT WAS LEVEL 11000 FT. THE CTLR THEN GAVE THE FLT A TA CALL AND TOLD US TO IMMEDIATELY DSND TO 10000 FT. IT WAS AT THAT TIME A TCASII RA HAD OCCURRED.
