Narrative:

Returned to gate after pushback, due to mechanical problem. After repair, pushed back and continued flight sequence. After arrival at destination, maintenance said that maintenance preflight 'walkaround check' had not been signed off for 2ND pushback. After researching, I found that the new electronic 'general procedures manual' requires that a walkaround check must be performed for all 'scheduled arrs' at a maintenance station. Much confusion exists on requirements of our new manual. Human factors with new manual could allow aircraft to depart without proper inspection, even though this incident does not fit the criteria. (No signoff required.) I believe inadequate training on the new manual causes confusion on the line.

Title: A B737-700 CAPT RPTED THAT A NEW COMPANY MANUAL IS CONFUSING WITH REGARD TO A 'WALKAROUND' REQUIREMENT WHEN AN ACFT RETURNS TO THE GATE.

Narrative: RETURNED TO GATE AFTER PUSHBACK, DUE TO MECHANICAL PROB. AFTER REPAIR, PUSHED BACK AND CONTINUED FLT SEQUENCE. AFTER ARR AT DEST, MAINT SAID THAT MAINT PREFLT 'WALKAROUND CHK' HAD NOT BEEN SIGNED OFF FOR 2ND PUSHBACK. AFTER RESEARCHING, I FOUND THAT THE NEW ELECTRONIC 'GENERAL PROCS MANUAL' REQUIRES THAT A WALKAROUND CHK MUST BE PERFORMED FOR ALL 'SCHEDULED ARRS' AT A MAINT STATION. MUCH CONFUSION EXISTS ON REQUIREMENTS OF OUR NEW MANUAL. HUMAN FACTORS WITH NEW MANUAL COULD ALLOW ACFT TO DEPART WITHOUT PROPER INSPECTION, EVEN THOUGH THIS INCIDENT DOES NOT FIT THE CRITERIA. (NO SIGNOFF REQUIRED.) I BELIEVE INADEQUATE TRAINING ON THE NEW MANUAL CAUSES CONFUSION ON THE LINE.
