Narrative:

On jul/xa/01, myself and my mechanic flew the subject aircraft to validate the accuracy of an apollo GPS. The logbooks were properly endorsed returning the aircraft to service and an appropriate 337 form was filled out by the ai. Further, before the flight, the mechanic had visited the local safety inspector to show him the filled out B337 for VFR installation. The FAA inspector indicated that the paperwork was ok for VFR and that we should test fly the aircraft to get IFR certification. When the mechanic returned with updated IFR 337, the safety inspector indicated that a field approval was required and that he intended to violate both my mechanic and myself for flying an unairworthy aircraft. Note: occurrence happened when mechanic made second visit -- safety specialist changed his mind about flts.

Title: THE PLT AND ASSOCIATED MECH OF A PA34 ACFT IS VIOLATED BY THE FAA FOR USING IMPROPER DOCUMENTATION DURING AN IFR CERTIFICATION FLT FOR A GPS AT ZZZ, US.

Narrative: ON JUL/XA/01, MYSELF AND MY MECH FLEW THE SUBJECT ACFT TO VALIDATE THE ACCURACY OF AN APOLLO GPS. THE LOGBOOKS WERE PROPERLY ENDORSED RETURNING THE ACFT TO SVC AND AN APPROPRIATE 337 FORM WAS FILLED OUT BY THE AI. FURTHER, BEFORE THE FLT, THE MECH HAD VISITED THE LCL SAFETY INSPECTOR TO SHOW HIM THE FILLED OUT B337 FOR VFR INSTALLATION. THE FAA INSPECTOR INDICATED THAT THE PAPERWORK WAS OK FOR VFR AND THAT WE SHOULD TEST FLY THE ACFT TO GET IFR CERTIFICATION. WHEN THE MECH RETURNED WITH UPDATED IFR 337, THE SAFETY INSPECTOR INDICATED THAT A FIELD APPROVAL WAS REQUIRED AND THAT HE INTENDED TO VIOLATE BOTH MY MECH AND MYSELF FOR FLYING AN UNAIRWORTHY ACFT. NOTE: OCCURRENCE HAPPENED WHEN MECH MADE SECOND VISIT -- SAFETY SPECIALIST CHANGED HIS MIND ABOUT FLTS.
