Narrative: PHL APCH CTL DIRECTED US TO DEPART HOLDING VIA 080 DEG HDG. THE CTLR INTENDED TO TELL US TO COMPLETE 1 MORE TURN IN HOLDING. THIS MISUNDERSTANDING RESULTED IN A CONFLICT.
