Narrative:

During a short field landing practice, the CFI student (pilot receiving training) reduced the throttle to idle and the descent rate suddenly increased. The airplane touched down before the threshold hitting the threshold lights with the landing gear. The airplane suffered no damage, and no damage to the light system was reported by the airport at the time. Contributing factors: 1) a headwind of approximately 15 KTS, a 40 degree flap setting and 60 KIAS contributed to increase the descent rate. 2) a temporary displaced threshold without the correct markings due to construction work at the end of the runway contributed to miscalculate the point at which the throttle is supposed to be reduced to idle. 3) emotional factors due to constant arguments between the CFI student (pilot receiving training) and the cfii (PIC and instructor giving training) and negative motivation instead of an adequate critique, contributed to a lack of corrective action by the CFI student once the unsafe condition was established and idented. 4) the cfii (PIC) did not take the controls to correct the unsafe condition established by the CFI (student).

Title: A PA28 CFI PLT RECEIVING INSTRUCTION FROM ANOTHER CFI LANDED SHORT, HITTING THE APCH LIGHTS AT MLB.

Narrative: DURING A SHORT FIELD LNDG PRACTICE, THE CFI STUDENT (PLT RECEIVING TRAINING) REDUCED THE THROTTLE TO IDLE AND THE DSCNT RATE SUDDENLY INCREASED. THE AIRPLANE TOUCHED DOWN BEFORE THE THRESHOLD HITTING THE THRESHOLD LIGHTS WITH THE LNDG GEAR. THE AIRPLANE SUFFERED NO DAMAGE, AND NO DAMAGE TO THE LIGHT SYS WAS RPTED BY THE ARPT AT THE TIME. CONTRIBUTING FACTORS: 1) A HEADWIND OF APPROX 15 KTS, A 40 DEG FLAP SETTING AND 60 KIAS CONTRIBUTED TO INCREASE THE DSCNT RATE. 2) A TEMPORARY DISPLACED THRESHOLD WITHOUT THE CORRECT MARKINGS DUE TO CONSTRUCTION WORK AT THE END OF THE RWY CONTRIBUTED TO MISCALCULATE THE POINT AT WHICH THE THROTTLE IS SUPPOSED TO BE REDUCED TO IDLE. 3) EMOTIONAL FACTORS DUE TO CONSTANT ARGUMENTS BTWN THE CFI STUDENT (PLT RECEIVING TRAINING) AND THE CFII (PIC AND INSTRUCTOR GIVING TRAINING) AND NEGATIVE MOTIVATION INSTEAD OF AN ADEQUATE CRITIQUE, CONTRIBUTED TO A LACK OF CORRECTIVE ACTION BY THE CFI STUDENT ONCE THE UNSAFE CONDITION WAS ESTABLISHED AND IDENTED. 4) THE CFII (PIC) DID NOT TAKE THE CTLS TO CORRECT THE UNSAFE CONDITION ESTABLISHED BY THE CFI (STUDENT).
