Narrative:

We were cleared the paradise 4 arrival (pdz.PDZ4). On descent, I verified with my first officer the crossing restr on the arrival, especially konzl intersection as it required a hard altitude at 17000 ft MSL. I remember flying in vertical speed until about the descent point (on profile) to make the restr. Since it did not seem to want to descend properly in managed descent, I went to open descent to make sure it crossed the konzl intersection. The rate of descent improved, but then it captured the 17000 ft altitude at about FL185 and started to add power. I increased the speed to affect the descent, but that only seemed to arrest the descent further. The aircraft crossed konzl intersection around +17500 ft MSL.

Title: AN A321 FLT CREW FAILS TO MAKE A XING RESTR.

Narrative: WE WERE CLRED THE PARADISE 4 ARRIVAL (PDZ.PDZ4). ON DSCNT, I VERIFIED WITH MY FO THE XING RESTR ON THE ARR, ESPECIALLY KONZL INTXN AS IT REQUIRED A HARD ALT AT 17000 FT MSL. I REMEMBER FLYING IN VERT SPD UNTIL ABOUT THE DSCNT POINT (ON PROFILE) TO MAKE THE RESTR. SINCE IT DID NOT SEEM TO WANT TO DSND PROPERLY IN MANAGED DSCNT, I WENT TO OPEN DSCNT TO MAKE SURE IT CROSSED THE KONZL INTXN. THE RATE OF DSCNT IMPROVED, BUT THEN IT CAPTURED THE 17000 FT ALT AT ABOUT FL185 AND STARTED TO ADD PWR. I INCREASED THE SPD TO AFFECT THE DSCNT, BUT THAT ONLY SEEMED TO ARREST THE DSCNT FURTHER. THE AIRCRAFT CROSSED KONZL INTXN AROUND +17500 FT MSL.
