Narrative:

Approach control gave us descent to 12000 ft. Captain read back to approach control and I started my descent. Controller then radioed, 'since you have already started down anyway' told us to just level off at 13000 ft. Gave us a change of runway to south complex and implied we had taken another's clearance. No conflict generated. Air carrier Y was also on frequency. Captain questioned controller about clearance, but we were switched to next sector. Both captain and first officer feel the call was for us. Captain called approach control supervisor after landing. Supervisor said he listened to the tapes [report damaged, data missing]...say if the call was for us or not.
