Narrative:

While airborne FL310, fire light flickered on cargo detection system. Tested system and tested normally. Proceeded to hold pattern FL310 due to WX ord on flm 148 degree radial, 90 DME. Within 10 mins of fire indication, received a #1 discharge light. Went through qrc and expanded checklist. Briefed flight attendant on cabin advisory, declared emergency and diverted to cvg airport. No evacuate/evacuation due to fire department inspecting cargo compartments and no fire and no smoke. It seemed like fire bottles did not work. No residue found in cargo compartments. Debriefed flight attendants and all personnel involved and mission accomplished.

NO EVAC DUE TO FIRE DEPT INSPECTING CARGO COMPARTMENTS AND NO FIRE AND NO SMOKE. IT SEEMED LIKE FIRE BOTTLES DID NOT WORK. NO RESIDUE FOUND IN CARGO COMPARTMENTS. DEBRIEFED FLT ATTENDANTS AND ALL PERSONNEL INVOLVED AND MISSION ACCOMPLISHED.
