Narrative:

Due to altitude restr over joses [which is a compulsory reporting point] in pap's airspace, ZMA cleared us for a rerte from filed flight plan to maintain our optimum cruise altitude. Refiled route was direct albee A636 pta A554 miq. Pap control knew of the new routing. Contacted sdq control and they knew of new routing. Sdq switched us to cur control pokak. We could not contact cur control on 2 different frequencys for approximately 17 mins. We finally contacted cur control and they were surprised of our routing. They immediately had us descend to FL290 due to a traffic routing conflict. No traffic was seen on TCASII or visually by us. Cur control stated they did not know of our rerte. When we contacted miq control, they knew of our rerte.

Narrative: DUE TO ALT RESTR OVER JOSES [WHICH IS A COMPULSORY RPTING POINT] IN PAP'S AIRSPACE, ZMA CLRED US FOR A RERTE FROM FILED FLT PLAN TO MAINTAIN OUR OPTIMUM CRUISE ALT. REFILED RTE WAS DIRECT ALBEE A636 PTA A554 MIQ. PAP CTL KNEW OF THE NEW ROUTING. CONTACTED SDQ CTL AND THEY KNEW OF NEW ROUTING. SDQ SWITCHED US TO CUR CTL POKAK. WE COULD NOT CONTACT CUR CTL ON 2 DIFFERENT FREQS FOR APPROX 17 MINS. WE FINALLY CONTACTED CUR CTL AND THEY WERE SURPRISED OF OUR ROUTING. THEY IMMEDIATELY HAD US DSND TO FL290 DUE TO A TFC ROUTING CONFLICT. NO TFC WAS SEEN ON TCASII OR VISUALLY BY US. CUR CTL STATED THEY DID NOT KNOW OF OUR RERTE. WHEN WE CONTACTED MIQ CTL, THEY KNEW OF OUR RERTE.
