Narrative:

The aircraft APU air was placarded inoperative. While taxiing in, we informed ramp we would need air prior to shutting down the engines. We told ramp we would leave #2 engine running until an external air source was connected (mia in the summer). We taxied in, stopped, and shut down #1 engine. Almost immediately the forward cargo door opened. In an attempt to get the attention of the ground personnel we flashed our landing lights, our taxi lights, and rang the maintenance call horn. The copilot also opened his window and was leaning out waving at people. We could not get anyone's attention so #2 engine was shut down. We also called ramp control to request the ground personnel immediately withdraw. Ramp control's comment was, 'do you know where I am?' this was obviously a potentially disastrous situation. There was a complete lack of communication between ramp control and the ground personnel. Further, ground personnel were completely oblivious to the fact that the crew was trying to contact them.

Title: AN A300 FLC IS FRUSTRATED IN THEIR ATTEMPTS TO ADVISE AND COORD WITH RAMP CTL REGARDING THE DANGER TO GND PERSONNEL WHEN THEY HAVE TO LEAVE #2 ENG RUNNING AFTER ARRIVING AT THE GATE IN MIA, FL.

Narrative: THE ACFT APU AIR WAS PLACARDED INOP. WHILE TAXIING IN, WE INFORMED RAMP WE WOULD NEED AIR PRIOR TO SHUTTING DOWN THE ENGS. WE TOLD RAMP WE WOULD LEAVE #2 ENG RUNNING UNTIL AN EXTERNAL AIR SOURCE WAS CONNECTED (MIA IN THE SUMMER). WE TAXIED IN, STOPPED, AND SHUT DOWN #1 ENG. ALMOST IMMEDIATELY THE FORWARD CARGO DOOR OPENED. IN AN ATTEMPT TO GET THE ATTN OF THE GND PERSONNEL WE FLASHED OUR LNDG LIGHTS, OUR TAXI LIGHTS, AND RANG THE MAINT CALL HORN. THE COPLT ALSO OPENED HIS WINDOW AND WAS LEANING OUT WAVING AT PEOPLE. WE COULD NOT GET ANYONE'S ATTN SO #2 ENG WAS SHUT DOWN. WE ALSO CALLED RAMP CTL TO REQUEST THE GND PERSONNEL IMMEDIATELY WITHDRAW. RAMP CTL'S COMMENT WAS, 'DO YOU KNOW WHERE I AM?' THIS WAS OBVIOUSLY A POTENTIALLY DISASTROUS SIT. THERE WAS A COMPLETE LACK OF COM BTWN RAMP CTL AND THE GND PERSONNEL. FURTHER, GND PERSONNEL WERE COMPLETELY OBLIVIOUS TO THE FACT THAT THE CREW WAS TRYING TO CONTACT THEM.
