Narrative:

A number of times recently (at least 5) approach has not handed us over to tower in a timely manner. For example, at napa, ca, we asked approach to hand us over 3-4 times, before and after passing the FAF. In that instance, we were 1/2 mi from the threshold before we got to tower. Approach mumbled something about not getting a clearance. This has also happened at lvk and sck.

Title: PVT PLT OF A C172 COMPLAINS ABOUT DELAYED HDOFS BY APCH CTLR TO THE TWR CAUSING DELAY IN GETTING LNDG CLRNC UNTIL ON SHORT FINAL. IT ALSO CREATES A HVY WORKLOAD FOR SINGLE PLT IFR TO BE CONCENTRATING ON FINAL INST APCH AND IN ADDITIONAL SWITCH FREQS.

Narrative: A NUMBER OF TIMES RECENTLY (AT LEAST 5) APCH HAS NOT HANDED US OVER TO TWR IN A TIMELY MANNER. FOR EXAMPLE, AT NAPA, CA, WE ASKED APCH TO HAND US OVER 3-4 TIMES, BEFORE AND AFTER PASSING THE FAF. IN THAT INSTANCE, WE WERE 1/2 MI FROM THE THRESHOLD BEFORE WE GOT TO TWR. APCH MUMBLED SOMETHING ABOUT NOT GETTING A CLRNC. THIS HAS ALSO HAPPENED AT LVK AND SCK.
