Narrative:

On arrival into lax, we were told to proceed direct to snrkl intersection on the mitts 1 arrival, cross snrkl 12000 ft or above, cleared to descend via the mitts 1. We were then told to slow to 250 KTS. Approximately 1 min prior to crossing mitts intersection, I wanted to inform ATC that we would be high at mitts due to the speed reduction, resulting in being above the VNAV path. Due to radio congestion, I did not get the call in until we were crossing mitts. The restr at mitts is less than or equal to 11000 ft, greater than or equal to 10000 ft. We crossed at 12000 ft. It can be difficult to slow and descend on some arrs, and even more difficult to relay this to ATC during heavy traffic.

IT CAN BE DIFFICULT TO SLOW AND DSND ON SOME ARRS, AND EVEN MORE DIFFICULT TO RELAY THIS TO ATC DURING HVY TFC.
