Narrative:

I was approaching sedona (sez) runway 21 and announced my position and intentions on unicom. An aircraft took off on runway 21, another announced 'position and hold' and taxied onto runway 21, then took off. By now I was about 1/4 mi final for runway 1 (airplane traffic on the taxiway precluded using that to land my helicopter) and announced my 'landing runway 21' on unicom. A third aircraft (a C207 side number ending in XXX) taxied onto the runway as I was about 100 ft from the end of the pavement. The other aircraft were all talking on unicom, but the cessna did not make any transmission I heard. The cessna was turned slightly toward me while at the hold short line -- I could see the pilot in the aircraft. I thought he could see me. It was a surprise when he taxied onto the runway while I landed.

Title: HELI PLT LANDS OVER THE TOP OF A C207 THAT TAXIED INTO POS ON THE RWY IN FRONT WHILE ON SHORT FINAL.

Narrative: I WAS APCHING SEDONA (SEZ) RWY 21 AND ANNOUNCED MY POS AND INTENTIONS ON UNICOM. AN ACFT TOOK OFF ON RWY 21, ANOTHER ANNOUNCED 'POS AND HOLD' AND TAXIED ONTO RWY 21, THEN TOOK OFF. BY NOW I WAS ABOUT 1/4 MI FINAL FOR RWY 1 (AIRPLANE TFC ON THE TXWY PRECLUDED USING THAT TO LAND MY HELI) AND ANNOUNCED MY 'LNDG RWY 21' ON UNICOM. A THIRD ACFT (A C207 SIDE NUMBER ENDING IN XXX) TAXIED ONTO THE RWY AS I WAS ABOUT 100 FT FROM THE END OF THE PAVEMENT. THE OTHER ACFT WERE ALL TALKING ON UNICOM, BUT THE CESSNA DID NOT MAKE ANY XMISSION I HEARD. THE CESSNA WAS TURNED SLIGHTLY TOWARD ME WHILE AT THE HOLD SHORT LINE -- I COULD SEE THE PLT IN THE ACFT. I THOUGHT HE COULD SEE ME. IT WAS A SURPRISE WHEN HE TAXIED ONTO THE RWY WHILE I LANDED.
