Narrative:

B777 requested push clearance via commercial radio (data link) off gate xa. Ramp controller responded with a hold and verbally held the aircraft because of traffic passing behind. When traffic was clear, the aircraft pushed but came off another gate (gate xb) which was on the opposite side. Wrong gate information in the system. Again, commercial radio response to this is that when the digital push is transmitted via ACARS, the gate is repeated in the push clearance. So they expect the pilot to catch these errors and hold his push. Of course, anyone with any knowledge of ATC knows this is not going to happen. The answer is the multi lateration system that commercial radio is installing in YYY. After the fiasco they have had here at ZZZ, they have now decided that, guess what? -- They will not install this system like we have here at ZZZ any place else.

Title: AN ATC RAMP GND CTLR RPT ON THE INADEQUACIES OF THE COMMERCIAL RADIO DATA LINK PUSHBACK REQUESTS SENT VIA COMMERCIAL RADIO ACARS SYS AT ZZZ, US.

Narrative: B777 REQUESTED PUSH CLRNC VIA COMMERCIAL RADIO (DATA LINK) OFF GATE XA. RAMP CTLR RESPONDED WITH A HOLD AND VERBALLY HELD THE ACFT BECAUSE OF TFC PASSING BEHIND. WHEN TFC WAS CLR, THE ACFT PUSHED BUT CAME OFF ANOTHER GATE (GATE XB) WHICH WAS ON THE OPPOSITE SIDE. WRONG GATE INFO IN THE SYS. AGAIN, COMMERCIAL RADIO RESPONSE TO THIS IS THAT WHEN THE DIGITAL PUSH IS XMITTED VIA ACARS, THE GATE IS REPEATED IN THE PUSH CLRNC. SO THEY EXPECT THE PLT TO CATCH THESE ERRORS AND HOLD HIS PUSH. OF COURSE, ANYONE WITH ANY KNOWLEDGE OF ATC KNOWS THIS IS NOT GOING TO HAPPEN. THE ANSWER IS THE MULTI LATERATION SYS THAT COMMERCIAL RADIO IS INSTALLING IN YYY. AFTER THE FIASCO THEY HAVE HAD HERE AT ZZZ, THEY HAVE NOW DECIDED THAT, GUESS WHAT? -- THEY WILL NOT INSTALL THIS SYS LIKE WE HAVE HERE AT ZZZ ANY PLACE ELSE.
