Narrative:
Started takeoff roll, winds shifted lifting right wing. I overcorrected and bounced the right wheel starting a ground loop to left with right tire deflating. Tire dug in causing contact of wingtip and propeller. Winds were variable with ATIS calling for 340 degrees at 4 KTS. Appears winds shifted to opposite 90 degrees at 6 KTS during takeoff start with opposite correction held.

Title: PLT OF AN AMATEUR BUILT FOX KIT HIGH WING ACFT LOST CTL DURING TKOF ROLL IN XWIND RESULTING IN A GND LOOP CAUSING DAMAGE TO THE PROP AND R WINGTIP.
