Narrative:

Taxi for takeoff. Runway direction signs lead aircraft across the active runway (runway 28) through intersection that does not have signs. Pavement markings very faint -- not visible with rain. 2 suggestions: 1) all intxns should have appropriate signs. 2) controller should either clear pilots to taxi for intersection departure or clear across the runway for full length. Additional factors: moderate rain and faint ramp/taxiway markings. Callback conversation with reporter revealed the following information: tower specialist advised the airport has all current FAA signage and markings for taxiway and runways. The specialist advised they have received no complaints about signage or marking.
