Narrative:

May/tue/01 vertical stabilizer side plates were replaced and the installation bought off on write-up. May/wed/01 during clearance to install horizontal stabilizer, write-up was generated for spot faces missing on the lug plates. Drawing X lug plate detail drawing, does not show spot faces. Write-up signed off based on this drawing. May/wed/01 at the request of the dock mechanic, person #2 wrote that 6 fasteners on the left side and 19 fasteners on the right side had gaps under the heads. This was after the 8 write-ups for the lug plate installation was bought off. This write-up was worked and bought off by inspection. Person #2 made the accusation that the mechanic installing the lug plates was a 'butcher' and that he was using a G8 rivet gun and a 1/2 inch wrench to install the hi-locks). May/thu/01 inspectors person #3 and person #4 brought to me an installation drawing showing spot faces. I wrote write-up for having missing spot faces per installation drawing dated may/fri/01 was written to allow for missing spot faces provided that the hi-locks were installed per manual (heads seated properly, no damage to heads, etc). Hi-locks were previously installed and bought off on write-up. May/fri/01 after issuance of service request, inspector (person #5) checked to make sure installation matched the service request and write-up were written for having damaged hi-lock heads. May/tue/01 cards were signed off by supervisor as being reinspected with no damage noted. Write-up was referenced for the installation and buy-back of the fasteners. I asked person #5 if he was seeing anything different that I was not seeing and if so to take me to the dock and show me. He did not.
