Narrative:

Our flight west on V2 was a maintenance ferry flight from gtf to pdx (quantity 9800 pounds). 30 DME east of mso, we got a TA with no altitude readout. The next thing that happened was a large object appeared in the front window. It was traveling at high rate and went directly from front to back. There was no time to respond. My only reaction was to duck. No ATC facility had any targets as radar coverage in that area is poor. Callback conversation with reporter revealed the following information: the PIC stated that he was down at 10000 ft because the cabin pressurization system was inoperative. He will never, he said, stay on the center of the low altitude airways again. The aircraft appeared to be gray in color and low winged. His flight had just been handed off the spokane approach control from ZLC. His aircraft was truing out at 350 KTS. Hard to say what the other aircraft was doing in speed. The time from TA to aircraft passage was about 7 seconds. Reporter was PIC in right seat giving IOE to student captain in left seat.

Title: A DHC8-400 FLC AT 10000 FT NEARLY COLLIDES WITH OPPOSITE DIRECTION, SAME ALT TFC 30 MI E OF MSO, MT.

Narrative: OUR FLT W ON V2 WAS A MAINT FERRY FLT FROM GTF TO PDX (QUANTITY 9800 LBS). 30 DME E OF MSO, WE GOT A TA WITH NO ALT READOUT. THE NEXT THING THAT HAPPENED WAS A LARGE OBJECT APPEARED IN THE FRONT WINDOW. IT WAS TRAVELING AT HIGH RATE AND WENT DIRECTLY FROM FRONT TO BACK. THERE WAS NO TIME TO RESPOND. MY ONLY REACTION WAS TO DUCK. NO ATC FACILITY HAD ANY TARGETS AS RADAR COVERAGE IN THAT AREA IS POOR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE PIC STATED THAT HE WAS DOWN AT 10000 FT BECAUSE THE CABIN PRESSURIZATION SYS WAS INOP. HE WILL NEVER, HE SAID, STAY ON THE CTR OF THE LOW ALT AIRWAYS AGAIN. THE ACFT APPEARED TO BE GRAY IN COLOR AND LOW WINGED. HIS FLT HAD JUST BEEN HANDED OFF THE SPOKANE APCH CTL FROM ZLC. HIS ACFT WAS TRUING OUT AT 350 KTS. HARD TO SAY WHAT THE OTHER ACFT WAS DOING IN SPD. THE TIME FROM TA TO ACFT PASSAGE WAS ABOUT 7 SECONDS. RPTR WAS PIC IN R SEAT GIVING IOE TO STUDENT CAPT IN L SEAT.
