Narrative:

At FL310 at 150 mi east of elp, purser reported row 17DEF passenger service unit was generating a burning electrical smell. The so was sent to investigate while company maintenance was called. Maintenance suggested pulling gasper fan circuit breaker. So reported smell contained around row 17 and psu was warm to the touch. Smell also reported by many passenger. Flight control was consulted and a decision to divert was made. Emergency was declared while first officer and captain completed smoke evacuate/evacuation, electrical smoke, and fire checklists. Cabin was depressurized at 8000 ft as per checklist. Passenger deplaned at gate.

Narrative: AT FL310 AT 150 MI E OF ELP, PURSER RPTED ROW 17DEF PAX SVC UNIT WAS GENERATING A BURNING ELECTRICAL SMELL. THE SO WAS SENT TO INVESTIGATE WHILE COMPANY MAINT WAS CALLED.
