Narrative:

Reporter was acting PIC on an IFR training flight. Incident occurred while on ILS approach to runway 25R at lvk. Student was making practice approach in VMC. Controller requested a report when crossing OM. Due to distractions in the cockpit and radio traffic, report was not made until approximately 3 mi final (OM is 6 mi). Controller became very angry, and lectured us on the importance of accurate position reporting, because there is no radar at lvk. Nearest traffic was ahead approximately 2000 ft. Message heard loud and clear by student and instructor.

Title: C172 INSTRUCTOR BECOMES DISTRACTED WITH TRAINING AND MISSES OM CALL FOR TFC SEQUENCING AT LVK. LCL CTLR GIVES LECTURE ABOUT COMPLIANCE.

Narrative: RPTR WAS ACTING PIC ON AN IFR TRAINING FLT. INCIDENT OCCURRED WHILE ON ILS APCH TO RWY 25R AT LVK. STUDENT WAS MAKING PRACTICE APCH IN VMC. CTLR REQUESTED A RPT WHEN XING OM. DUE TO DISTRACTIONS IN THE COCKPIT AND RADIO TFC, RPT WAS NOT MADE UNTIL APPROX 3 MI FINAL (OM IS 6 MI). CTLR BECAME VERY ANGRY, AND LECTURED US ON THE IMPORTANCE OF ACCURATE POS RPTING, BECAUSE THERE IS NO RADAR AT LVK. NEAREST TFC WAS AHEAD APPROX 2000 FT. MESSAGE HEARD LOUD AND CLR BY STUDENT AND INSTRUCTOR.
