Narrative:

From the cargo ramp, I asked for clearance to taxi to runway 29. My clearance was 'XXX, taxi to runway 29 via taxiway T, taxiway U, taxiway west.' I acknowledged this clearance and taxied to runway 29 via taxiway T, taxiway U, taxiway west. At this time, I was at the run-up area at runway 29. After performing my run-up, I switched to the tower frequency and stated 'XXX, ready runway 29.' the reply was 'XXX, hold short runway 29, for release.' I acknowledged this request. Then a large jet landed on runway 29. After that, I was asked if I could accept an intersection departure at taxiway U, with 5000_ ft of runway remaining. I accepted this request, but I didn't understand the reason. Next, the tower said 'taxi down runway 29 at taxiway U and hold short runway 29 at taxiway U.' I read back that clearance as follows: 'XXX, taxi down on runway 29 to taxiway U, and hold short runway 29' the word 'on' was emphasized in the readback. I began taxi on runway 29, and the tower asked if I was on the runway. I replied 'that's correct, I am on runway 29, taxiing to taxiway U.' suddenly, the controller commanded a large jet to go around. I continued down the runway, exited at taxiway U, and held short of runway 29. After a brief period of silence, the controller cleared me for takeoff and I did so. I think; 1) the controller was busy (with other frequencys). 2) the controller should have given me a better clearance like 'make a 180 degree turn and taxi on taxiway west to taxiway U. 3) the controller didn't explain the reason of intersection departure when I was already full length and I should have had it clarified. 4) because at oak, controllers sometimes get impatient when asked to explain a clearance. 5) I should have asked the reason for intersection departure anyway. 6) I should have asked the controller to repeat clearance and clarify it. 7) I also think that the controller thought I was somewhere else on the airport. 8) because I read back 'taxi down on runway 29' and the controller didn't come back with a correction I thought that was the right clearance. 9) better terminology on both sides should have helped.

Title: RWY INCURSION. A BE99 ATX CARGO PLT USES RWY 29 FOR TAXI TO TXWY U IN ACCORD WITH CLRNC RECEIVED, CREATING THE NEED FOR AN ACR GAR AT OAK, CA.

Narrative: FROM THE CARGO RAMP, I ASKED FOR CLRNC TO TAXI TO RWY 29. MY CLRNC WAS 'XXX, TAXI TO RWY 29 VIA TXWY T, TXWY U, TXWY W.' I ACKNOWLEDGED THIS CLRNC AND TAXIED TO RWY 29 VIA TXWY T, TXWY U, TXWY W. AT THIS TIME, I WAS AT THE RUN-UP AREA AT RWY 29. AFTER PERFORMING MY RUN-UP, I SWITCHED TO THE TWR FREQ AND STATED 'XXX, READY RWY 29.' THE REPLY WAS 'XXX, HOLD SHORT RWY 29, FOR RELEASE.' I ACKNOWLEDGED THIS REQUEST. THEN A LARGE JET LANDED ON RWY 29. AFTER THAT, I WAS ASKED IF I COULD ACCEPT AN INTXN DEP AT TXWY U, WITH 5000_ FT OF RWY REMAINING. I ACCEPTED THIS REQUEST, BUT I DIDN'T UNDERSTAND THE REASON. NEXT, THE TWR SAID 'TAXI DOWN RWY 29 AT TXWY U AND HOLD SHORT RWY 29 AT TXWY U.' I READ BACK THAT CLRNC AS FOLLOWS: 'XXX, TAXI DOWN ON RWY 29 TO TXWY U, AND HOLD SHORT RWY 29' THE WORD 'ON' WAS EMPHASIZED IN THE READBACK. I BEGAN TAXI ON RWY 29, AND THE TWR ASKED IF I WAS ON THE RWY. I REPLIED 'THAT'S CORRECT, I AM ON RWY 29, TAXIING TO TXWY U.' SUDDENLY, THE CTLR COMMANDED A LARGE JET TO GO AROUND. I CONTINUED DOWN THE RWY, EXITED AT TXWY U, AND HELD SHORT OF RWY 29. AFTER A BRIEF PERIOD OF SILENCE, THE CTLR CLRED ME FOR TKOF AND I DID SO. I THINK; 1) THE CTLR WAS BUSY (WITH OTHER FREQS). 2) THE CTLR SHOULD HAVE GIVEN ME A BETTER CLRNC LIKE 'MAKE A 180 DEG TURN AND TAXI ON TXWY W TO TXWY U. 3) THE CTLR DIDN'T EXPLAIN THE REASON OF INTXN DEP WHEN I WAS ALREADY FULL LENGTH AND I SHOULD HAVE HAD IT CLARIFIED. 4) BECAUSE AT OAK, CTLRS SOMETIMES GET IMPATIENT WHEN ASKED TO EXPLAIN A CLRNC. 5) I SHOULD HAVE ASKED THE REASON FOR INTXN DEP ANYWAY. 6) I SHOULD HAVE ASKED THE CTLR TO REPEAT CLRNC AND CLARIFY IT. 7) I ALSO THINK THAT THE CTLR THOUGHT I WAS SOMEWHERE ELSE ON THE ARPT. 8) BECAUSE I READ BACK 'TAXI DOWN ON RWY 29' AND THE CTLR DIDN'T COME BACK WITH A CORRECTION I THOUGHT THAT WAS THE RIGHT CLRNC. 9) BETTER TERMINOLOGY ON BOTH SIDES SHOULD HAVE HELPED.
