Narrative:

Questionable verbiage in taxi clearance. ATIS information stated runways 28L/right departures, winds 250 degrees/20 KTS gusting to 26 KTS, LLWS. Ramp tower controling gate areas cleared us to spot X (taxiway M). Checked in with sfo ground 'air carrier X, spot X, with ATIS information identifier.' ground acknowledged 'taxi to runway 28 via taxiway M, contact tower.' discussion in our cockpit indicated we knew what he intended despite the odd clearance, since it didn't include subsequent txwys left and F to get to runways 28L/right. We crossed runways 1L/right via taxiway M and turned up taxiway left. Tower queried us, 'are you taxiing to runways 28L/right.' we replied 'affirmative.' tower stated the txwys left and F routing to runway 28L. We replied 'roger.' holding short, we checked the now new ATIS at the top of hour which added runways 1L/right for departures with a lighter wind state. We observed a runway 1 departure while continuing to hold for arrs on runways 28. Spot X is adjacent to the taxiway and hold short areas for runways 1L/right. We saw no aircraft taxiing to runways 1L or 1R when transitioning from ramp tower 127.52 to sfo ground 121.8 at spot X. We heard no clearance to runway 1L or runway 1R for any aircraft including our own. If any talk among the controllers occurred regarding switching to runways 1L/1R for departures, it did not occur while we were on ground frequency prior to receiving our clearance after check in. ATIS identifier given by us at check in on frequency indicated that we would expect clearance to runway 28 as given. Lesson learned, don't assume we know what a controller's clearance means if it is incomplete. Query them. We're not sure ground and tower were in sync.

SPOT X IS ADJACENT TO THE TXWY AND HOLD SHORT AREAS FOR RWYS 1L/R. WE SAW NO ACFT TAXIING TO RWYS 1L OR 1R WHEN TRANSITIONING FROM RAMP TWR 127.52 TO SFO GND 121.8 AT SPOT X. WE HEARD NO CLRNC TO RWY 1L OR RWY 1R FOR ANY ACFT INCLUDING OUR OWN. IF ANY TALK AMONG THE CTLRS OCCURRED REGARDING SWITCHING TO RWYS 1L/1R FOR DEPS, IT DID NOT OCCUR WHILE WE WERE ON GND FREQ PRIOR TO RECEIVING OUR CLRNC AFTER CHK IN. ATIS IDENTIFIER GIVEN BY US AT CHK IN ON FREQ INDICATED THAT WE WOULD EXPECT CLRNC TO RWY 28 AS GIVEN. LESSON LEARNED, DON'T ASSUME WE KNOW WHAT A CTLR'S CLRNC MEANS IF IT IS INCOMPLETE. QUERY THEM. WE'RE NOT SURE GND AND TWR WERE IN SYNC.
