Narrative:

On may/wed/03, I was flying around puget sound of seattle area and at the last min decided to land at friday harbor, wa. I had flight following with navy whidbey island until changing frequencys to friday harbor. Upon contact, friday harbor pointed out other traffic in the area and said I could land either north or south -- my choice -- so I took the straight-in to the north. Upon landing, I was told the field was closed to transient traffic due to main runway work and lndgs were being conducted on the taxiway. Since exits were blocked, I took off to the south and returned to land to the south on the taxiway. Never did the tower manned by a substitute operator mention the closure or ask if I knew about it. Instead, she continued to talk me down as if nothing was amiss. Likewise, neither did navy whidbey. Neither was there an 'X' on the runway, but a vertical one on the end of the runway which I took for a problem with the overrun. This is my first occurrence in 29 commercial flying and 8 yrs military for this to happen. One question from the tower would have made clear the problem and prevented my landing.

Title: SMA PLT LANDED AT AN ARPT CLOSED TO TRANSIENT ACFT BECAUSE OF RWY CONSTRUCTION.

Narrative: ON MAY/WED/03, I WAS FLYING AROUND PUGET SOUND OF SEATTLE AREA AND AT THE LAST MIN DECIDED TO LAND AT FRIDAY HARBOR, WA. I HAD FLT FOLLOWING WITH NAVY WHIDBEY ISLAND UNTIL CHANGING FREQS TO FRIDAY HARBOR. UPON CONTACT, FRIDAY HARBOR POINTED OUT OTHER TFC IN THE AREA AND SAID I COULD LAND EITHER N OR S -- MY CHOICE -- SO I TOOK THE STRAIGHT-IN TO THE N. UPON LNDG, I WAS TOLD THE FIELD WAS CLOSED TO TRANSIENT TFC DUE TO MAIN RWY WORK AND LNDGS WERE BEING CONDUCTED ON THE TXWY. SINCE EXITS WERE BLOCKED, I TOOK OFF TO THE S AND RETURNED TO LAND TO THE S ON THE TXWY. NEVER DID THE TWR MANNED BY A SUBSTITUTE OPERATOR MENTION THE CLOSURE OR ASK IF I KNEW ABOUT IT. INSTEAD, SHE CONTINUED TO TALK ME DOWN AS IF NOTHING WAS AMISS. LIKEWISE, NEITHER DID NAVY WHIDBEY. NEITHER WAS THERE AN 'X' ON THE RWY, BUT A VERT ONE ON THE END OF THE RWY WHICH I TOOK FOR A PROB WITH THE OVERRUN. THIS IS MY FIRST OCCURRENCE IN 29 COMMERCIAL FLYING AND 8 YRS MIL FOR THIS TO HAPPEN. ONE QUESTION FROM THE TWR WOULD HAVE MADE CLR THE PROB AND PREVENTED MY LNDG.
