Narrative:
Aircraft X was conducting an ILS approach to runway 17 at pns regional. Aircraft X entered tower airspace and did not establish communications with pns tower until the aircraft was on a 1/2 mi final to runway 17. Failure to follow ATC instructions -- far 91.123, and failure to maintain 2-WAY communications in class C airspace as required by far 91.130 is an ongoing problem with united states military training aircraft from pensacola and whiting north/south. Title: NAVY T34 RPTS TO PNS TWR ON ONE HALF MI FINAL.
Narrative: ACFT X WAS CONDUCTING AN ILS APCH TO RWY 17 AT PNS REGIONAL. ACFT X ENTERED TWR AIRSPACE AND DID NOT ESTABLISH COMS WITH PNS TWR UNTIL THE ACFT WAS ON A 1/2 MI FINAL TO RWY 17. FAILURE TO FOLLOW ATC INSTRUCTIONS -- FAR 91.123, AND FAILURE TO MAINTAIN 2-WAY COMS IN CLASS C AIRSPACE AS REQUIRED BY FAR 91.130 IS AN ONGOING PROB WITH UNITED STATES MIL TRAINING ACFT FROM PENSACOLA AND WHITING N/S.
