Narrative:

On taxi in, notified ground of B737 entry while awaiting ramp direction. As we approached, ramp cleared us into the taxiway. Attempted numerous calls to ground to get clearance for taxiway but frequency was jammed as ground was trying to get an MD80 to move up to clear the way for a B757 to clear from runway. If the captain stopped on taxiway he would have blocked all traffic. So, instead of waiting, he decided to continue on to clear the taxi flow. I was unaware, since I'm a new hire, that you needed both ramp and ground control clearance.

Title: TXWY INCURSION AS AN MD80 PIC MOVES HIS ACFT WITHOUT A CLRNC WHEN THE RAMP TXWY AREA IS JAMMED AND THE GND CTL FREQ IS TOO CONGESTED FOR A CLRNC TO BE OBTAINED.

Narrative: ON TAXI IN, NOTIFIED GND OF B737 ENTRY WHILE AWAITING RAMP DIRECTION. AS WE APCHED, RAMP CLRED US INTO THE TXWY. ATTEMPTED NUMEROUS CALLS TO GND TO GET CLRNC FOR TXWY BUT FREQ WAS JAMMED AS GND WAS TRYING TO GET AN MD80 TO MOVE UP TO CLR THE WAY FOR A B757 TO CLR FROM RWY. IF THE CAPT STOPPED ON TXWY HE WOULD HAVE BLOCKED ALL TFC. SO, INSTEAD OF WAITING, HE DECIDED TO CONTINUE ON TO CLR THE TAXI FLOW. I WAS UNAWARE, SINCE I'M A NEW HIRE, THAT YOU NEEDED BOTH RAMP AND GND CTL CLRNC.
