Narrative:
As a lead mechanic, we are required to defer items that we cannot accomplish on overnight aircraft. On the morning of jun/xa/01, I was told by a mechanic that the cdl on his aircraft for a missing static wick could not be done -- it would require the base to be changed and due to rainy and windy conditions we were unable to accomplish. On his word, I deferred the item. I did not visually inspect the base or elevator. 2 days later on jun/xc/01 in ZZZ while replacing the base, they found part of the base missing and a hole and delamination in the area.

Title: AN MD80 WAS DISPATCHED IN NON COMPLIANCE WITH A DEFERRED ELEVATOR STATIC DISCHARGER BASE BROKEN WITH A HOLE IN THE ELEVATOR SURFACE OUT OF LIMITS.
Narrative: AS A LEAD MECH, WE ARE REQUIRED TO DEFER ITEMS THAT WE CANNOT ACCOMPLISH ON OVERNIGHT ACFT. ON THE MORNING OF JUN/XA/01, I WAS TOLD BY A MECH THAT THE CDL ON HIS ACFT FOR A MISSING STATIC WICK COULD NOT BE DONE -- IT WOULD REQUIRE THE BASE TO BE CHANGED AND DUE TO RAINY AND WINDY CONDITIONS WE WERE UNABLE TO ACCOMPLISH. I DID NOT VISUALLY INSPECT THE BASE OR ELEVATOR. 2 DAYS LATER ON JUN/XC/01 IN ZZZ WHILE REPLACING THE BASE, THEY FOUND PART OF THE BASE MISSING AND A HOLE AND DELAMINATION IN THE AREA.
