Narrative:

I was taking off from O22 on runway 17, just behind another GA aircraft. Winds at the time were out of the south, favoring runway 17. Right as I took the runway, I announced my intention to take off on columbia runway 17 on unicom (123.05). As soon as I made my announcement, I heard a california department of forestry plane announce that he was on base leg for landing on columbia runway 35. I could see him, but assumed he would abandon his approach right away as clearly, the active runway was runway 17. After I lifted off and began to climb, it was apparent that he was not going to abandon his approach to runway 35. We avoided each other when he was on final and I was on upwind. As he passed me on my left, I heard him announce on unicom that he was 'going around.' next time I hear and/or see a plane making a nonstandard approach, I'll not assume he'll get out of the way.

Title: C177 TKOF IN CONFLICT WITH STATE FORESTRY TWIN PROP LNDG OPPOSITE DIRECTION AT O22.

Narrative: I WAS TAKING OFF FROM O22 ON RWY 17, JUST BEHIND ANOTHER GA ACFT. WINDS AT THE TIME WERE OUT OF THE S, FAVORING RWY 17. RIGHT AS I TOOK THE RWY, I ANNOUNCED MY INTENTION TO TAKE OFF ON COLUMBIA RWY 17 ON UNICOM (123.05). AS SOON AS I MADE MY ANNOUNCEMENT, I HEARD A CALIFORNIA DEPT OF FORESTRY PLANE ANNOUNCE THAT HE WAS ON BASE LEG FOR LNDG ON COLUMBIA RWY 35. I COULD SEE HIM, BUT ASSUMED HE WOULD ABANDON HIS APCH RIGHT AWAY AS CLRLY, THE ACTIVE RWY WAS RWY 17. AFTER I LIFTED OFF AND BEGAN TO CLB, IT WAS APPARENT THAT HE WAS NOT GOING TO ABANDON HIS APCH TO RWY 35. WE AVOIDED EACH OTHER WHEN HE WAS ON FINAL AND I WAS ON UPWIND. AS HE PASSED ME ON MY L, I HEARD HIM ANNOUNCE ON UNICOM THAT HE WAS 'GOING AROUND.' NEXT TIME I HEAR AND/OR SEE A PLANE MAKING A NONSTANDARD APCH, I'LL NOT ASSUME HE'LL GET OUT OF THE WAY.
