Narrative:

On final to cid runway 9, after selecting gear down, we did not get a green nose gear light. We did have green lights on both main gear and we did get a red nose gear light on and then off as normal. We executed a go around. We extended the gear and got the same results. We then changed the light bulbs on the green nose gear light with no change. We then got dispatch and maintenance on a phone patch. We also briefed flight attendants. We then completed the proper checklist. All 3 of us felt confident nose gear was down. After turning on wheel well lights, so looked through nose gear view port, but could not see anything. After we advised maintenance of this, he recommended an amber alert and dispatch recommended declaring an emergency which we agreed with. Dispatch called cid and asked for emergency equipment. We then told flight attendant of all this and told them to prepare the cabin with only 5 mins available. On final after selecting flaps 30 degrees, the green nose gear light came on and shortly thereafter the steady aural warning horn sounded and remained on. Landing and taxi to gate were uneventful. All crew members worked well together. We then debriefed with the flight attendants. We wish that we had more fuel (time) so we could have given the flight attendants the time that they needed.
