Narrative:

Air carrier X on high diagonal to runway 28R. Since ATC did not inform air carrier xx, when air carrier xx had visual air carrier X, air carrier xx believed that air carrier X on final for oak. Shortly afterwards, air carrier X did large s-turns while paralleling runway 28R. When air carrier xx finally realized air carrier X intended to land at sfo, air carrier X darted across air carrier xx's flight path approximately 2 NM from our nose. Still no ATC advisories. As I prepared to go around, ATC cleared air carrier X to land on runway 28L. I then elected to land and do so on runway 28R.
