Narrative:

Flight was given a clearance to cross doccs intersection at 11000 ft and 250 KTS. At the time we were at FL240 and approximately 50 mi west of doccs. Descent was begun immediately. Subsequently, the #1 flight attendant came into the cockpit to update us on a water leak problem in the aft galley. The discussion on this leak continued after the flight attendant left the cockpit and the descent for the crossing restr was not monitored sufficiently. We crossed doccs intersection at approximately 14000 ft and 280 KTS. Remainder of flight was uneventful.

Title: B727-200 CREW DID NOT COMPLY WITH ALT XING AND SPD RESTR IN IAD CLASS E AIRSPACE.

Narrative: FLT WAS GIVEN A CLRNC TO CROSS DOCCS INTXN AT 11000 FT AND 250 KTS. AT THE TIME WE WERE AT FL240 AND APPROX 50 MI W OF DOCCS. DSCNT WAS BEGUN IMMEDIATELY. SUBSEQUENTLY, THE #1 FLT ATTENDANT CAME INTO THE COCKPIT TO UPDATE US ON A WATER LEAK PROB IN THE AFT GALLEY. THE DISCUSSION ON THIS LEAK CONTINUED AFTER THE FLT ATTENDANT LEFT THE COCKPIT AND THE DSCNT FOR THE XING RESTR WAS NOT MONITORED SUFFICIENTLY. WE CROSSED DOCCS INTXN AT APPROX 14000 FT AND 280 KTS. REMAINDER OF FLT WAS UNEVENTFUL.
