Narrative:

Was forced to sign off work performed to the forward auxiliary tank that was incorrect and work that I did not do. Was working fuel leak of the forward auxiliary tank. Tank bag was removed along with the bag components. Bag was installed back in aircraft. Components were installed and tank closed. Tank would not hold pressure when tested. Found approximately 5 gallons of fuel in cavity. Supervisor made me sign off forward auxiliary tank components that I did not install, and supervisor forced me to sign off installing forward auxiliary tank components per M9-57-01 which does not cover fuel tank components. Callback conversation with reporter revealed the following information: the reporter stated the supervisor forced the signoff of work that I did not accomplish and work that my crew did not accomplish. The reporter said the supervisor ignored the leaking tank and required a signoff of the paperwork. The reporter stated all of the facts on the job and work accomplished were documented and reported to the local flight safety office. The reporter said the supervisor has since the signoff incident continued to harass and annoy him. The reporter said the FAA will not advise of any action being taken.

Title: A LEAD TECHNICIAN ALLEGES COERCION BY MGMNT TO SIGN OFF WORK NOT PERFORMED BY THE RPTR ON AN MD83 FUEL TANK AND TANK COMPONENTS.

Narrative: WAS FORCED TO SIGN OFF WORK PERFORMED TO THE FORWARD AUX TANK THAT WAS INCORRECT AND WORK THAT I DID NOT DO. WAS WORKING FUEL LEAK OF THE FORWARD AUX TANK. TANK BAG WAS REMOVED ALONG WITH THE BAG COMPONENTS. BAG WAS INSTALLED BACK IN ACFT. COMPONENTS WERE INSTALLED AND TANK CLOSED. TANK WOULD NOT HOLD PRESSURE WHEN TESTED. FOUND APPROX 5 GALLONS OF FUEL IN CAVITY. SUPVR MADE ME SIGN OFF FORWARD AUX TANK COMPONENTS THAT I DID NOT INSTALL, AND SUPVR FORCED ME TO SIGN OFF INSTALLING FORWARD AUX TANK COMPONENTS PER M9-57-01 WHICH DOES NOT COVER FUEL TANK COMPONENTS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE SUPVR FORCED THE SIGNOFF OF WORK THAT I DID NOT ACCOMPLISH AND WORK THAT MY CREW DID NOT ACCOMPLISH. THE RPTR SAID THE SUPVR IGNORED THE LEAKING TANK AND REQUIRED A SIGNOFF OF THE PAPERWORK. THE RPTR STATED ALL OF THE FACTS ON THE JOB AND WORK ACCOMPLISHED WERE DOCUMENTED AND RPTED TO THE LCL FLT SAFETY OFFICE. THE RPTR SAID THE SUPVR HAS SINCE THE SIGNOFF INCIDENT CONTINUED TO HARASS AND ANNOY HIM. THE RPTR SAID THE FAA WILL NOT ADVISE OF ANY ACTION BEING TAKEN.
