Narrative:

On descent, passing 5000 ft for 4000 ft, altimeter was incorrectly set to 29.95. Correct setting should have been 0995 hp. Approach said they showed us 500 ft low. Correct setting would have been 29.38. Low time captain with 2 man crew all night from nyc/jfk contributed to lack of awareness.
