Narrative:

I was cleared for takeoff (runway 11R) at vrb. After liftoff, told by tower to enter right downwind for runway 11R. Over departure end of runway, at approximately 500 ft AGL, made a right turn to crosswind while looking for other aircraft. (Tower never advised me of other aircraft in the area.) my attention was diverted to the instrument panel for a second, then all I saw was the bottom of another piper aircraft. He pulled up with a right turn. I pushed down with a right turn thus avoiding a midair collision. The vrb airport is a very busy facility. Along with being very carefully in looking for other aircraft, it would help if tower advised us of traffic in the area with other flight training co-located at vrb (many students can't speak english very well, can't understand them), it is a prime location for radar. This would help with separation needed to prevent future incidents.

Title: GA PLT TAKES EVASIVE ACTION TO AVOID A PA28 ENTERING THE SAME VRB DOWNWIND LEG. PLT SUGGESTS TWR RADAR INSTALLATION TO ASSIST CTLRS.

Narrative: I WAS CLRED FOR TKOF (RWY 11R) AT VRB. AFTER LIFTOFF, TOLD BY TWR TO ENTER R DOWNWIND FOR RWY 11R. OVER DEP END OF RWY, AT APPROX 500 FT AGL, MADE A R TURN TO XWIND WHILE LOOKING FOR OTHER ACFT. (TWR NEVER ADVISED ME OF OTHER ACFT IN THE AREA.) MY ATTN WAS DIVERTED TO THE INST PANEL FOR A SECOND, THEN ALL I SAW WAS THE BOTTOM OF ANOTHER PIPER ACFT. HE PULLED UP WITH A R TURN. I PUSHED DOWN WITH A R TURN THUS AVOIDING A MIDAIR COLLISION. THE VRB ARPT IS A VERY BUSY FACILITY. ALONG WITH BEING VERY CAREFULLY IN LOOKING FOR OTHER ACFT, IT WOULD HELP IF TWR ADVISED US OF TFC IN THE AREA WITH OTHER FLT TRAINING CO-LOCATED AT VRB (MANY STUDENTS CAN'T SPEAK ENGLISH VERY WELL, CAN'T UNDERSTAND THEM), IT IS A PRIME LOCATION FOR RADAR. THIS WOULD HELP WITH SEPARATION NEEDED TO PREVENT FUTURE INCIDENTS.
