Narrative:

Before pulling away from the parking spot I asked for a radio check from the unicom. I then went to check all the navigation radios in the plane. I then pulled out from the parking onto the taxiway heading for runway 17. At the run up area for runway 17, I went through my pre-flight checklist (run -- up and engine check). I then spun the aircraft 360 degrees to get a clear picture of all the traffic in the pattern. I could see a small aircraft that just entered the left downwind and an extra 300 that was on a modified (not making standard turns) short final. After the extra passed I announced that I was taking position on runway 17 for the takeoff and holding for traffic. As I started pulling onto the runway I looked down final to see if I could see an aircraft on final, but I didn't. I waited about 20 seconds for the extra to taxi off the runway and started my roll. At that time I heard on the radio someone say 'nice go around!' and looked up to see a small twin about 500 ft above me on the center of the runway pulling up in a climb. I knew that I needed to leave the runway and did so by taking off as soon as possible after the twin. I then left the pattern to the local practice area. I did not hear the twin make it's location known over the radio, but I believe that the twin must have come in straight on final instead of flying a pattern. I believe that I didn't see the twin on my 360 turn in the run -- up area due to the haze of the day. Callback conversation with reporter revealed the following information: reporter noted that in reviewing the event, he (X) should have delayed taking the runway until the landing aircraft was completely clear. He also believes the pilot of the light twin (Y) did not utilize standard traffic pattern procedures for uncontrolled airports, nor use the radio to issue position reports on CTAF.

Title: LIGHT GA ACFT EXPERIENCES CLOSE ENCOUNTER RESULTING FROM RWY INCURSION EVENT AT AN UNCTLED ARPT.

Narrative: BEFORE PULLING AWAY FROM THE PARKING SPOT I ASKED FOR A RADIO CHK FROM THE UNICOM. I THEN WENT TO CHK ALL THE NAVIGATION RADIOS IN THE PLANE. I THEN PULLED OUT FROM THE PARKING ONTO THE TXWY HEADING FOR RWY 17. AT THE RUN UP AREA FOR RWY 17, I WENT THROUGH MY PRE-FLT CHKLIST (RUN -- UP AND ENG CHK). I THEN SPUN THE ACFT 360 DEGS TO GET A CLR PICTURE OF ALL THE TFC IN THE PATTERN. I COULD SEE A SMALL ACFT THAT JUST ENTERED THE LEFT DOWNWIND AND AN EXTRA 300 THAT WAS ON A MODIFIED (NOT MAKING STANDARD TURNS) SHORT FINAL. AFTER THE EXTRA PASSED I ANNOUNCED THAT I WAS TAKING POS ON RWY 17 FOR THE TKOF AND HOLDING FOR TFC. AS I STARTED PULLING ONTO THE RWY I LOOKED DOWN FINAL TO SEE IF I COULD SEE AN ACFT ON FINAL, BUT I DIDN'T. I WAITED ABOUT 20 SECS FOR THE EXTRA TO TAXI OFF THE RWY AND STARTED MY ROLL. AT THAT TIME I HEARD ON THE RADIO SOMEONE SAY 'NICE GAR!' AND LOOKED UP TO SEE A SMALL TWIN ABOUT 500 FT ABOVE ME ON THE CENTER OF THE RWY PULLING UP IN A CLB. I KNEW THAT I NEEDED TO LEAVE THE RWY AND DID SO BY TAKING OFF ASAP AFTER THE TWIN. I THEN LEFT THE PATTERN TO THE LOCAL PRACTICE AREA. I DID NOT HEAR THE TWIN MAKE IT'S LOCATION KNOWN OVER THE RADIO, BUT I BELIEVE THAT THE TWIN MUST HAVE COME IN STRAIGHT ON FINAL INSTEAD OF FLYING A PATTERN. I BELIEVE THAT I DIDN'T SEE THE TWIN ON MY 360 TURN IN THE RUN -- UP AREA DUE TO THE HAZE OF THE DAY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR NOTED THAT IN REVIEWING THE EVENT, HE (X) SHOULD HAVE DELAYED TAKING THE RWY UNTIL THE LNDG ACFT WAS COMPLETELY CLR. HE ALSO BELIEVES THE PLT OF THE LIGHT TWIN (Y) DID NOT UTILIZE STANDARD TFC PATTERN PROCS FOR UNCTLED ARPTS, NOR USE THE RADIO TO ISSUE POS RPTS ON CTAF.
