Narrative:

Received WX from mty center. Winds favored runway 31, but leon was landing runway 13. We actually discussed both approachs. When handed over to approach, no reply on approach frequency, so we went over to leon tower. At about 10 DME north of bjx, was cleared for the VOR DME 1 runway 31. I read back this clearance. No other reply from tower. We were both surprised at the change in runway. Set up for runway 31 was no major problem. Departing outbound on the approach, I reported to tower we were commencing the VOR DME 1 to runway 31 approach. Tower said they cleared us for runway 13, but that it was ok and to continue with approach to runway 31. Landed uneventfully. Both pilots heard runway 31 and runway 31 was read back.

Narrative: RECEIVED WX FROM MTY CTR. WINDS FAVORED RWY 31, BUT LEON WAS LNDG RWY 13. WE ACTUALLY DISCUSSED BOTH APCHS. WHEN HANDED OVER TO APCH, NO REPLY ON APCH FREQ, SO WE WENT OVER TO LEON TWR. AT ABOUT 10 DME N OF BJX, WAS CLRED FOR THE VOR DME 1 RWY 31. I READ BACK THIS CLRNC. NO OTHER REPLY FROM TWR. WE WERE BOTH SURPRISED AT THE CHANGE IN RWY. SET UP FOR RWY 31 WAS NO MAJOR PROB. DEPARTING OUTBOUND ON THE APCH, I RPTED TO TWR WE WERE COMMENCING THE VOR DME 1 TO RWY 31 APCH. TWR SAID THEY CLRED US FOR RWY 13, BUT THAT IT WAS OK AND TO CONTINUE WITH APCH TO RWY 31. LANDED UNEVENTFULLY. BOTH PLTS HEARD RWY 31 AND RWY 31 WAS READ BACK.
