Narrative:

There are expanded east coast plan rtes to iad. The PF had to be passed manually to hky tower, a contract tower without an fdep/fiod. Assuming the strip was printed at XD30Z, it sat on the sector for over 2 hours without anyone amending it to the correct routing. Despite the fact that I brought it to the attention of a controller working the sector. Eecp rtes are incorporated into the LOA with ZDC. They are required. 1) why does the FAA accept flight plans without the required stars? 2) why isn't the required route issued as a pdar? 3) why can't a pilot flying a $20 million airplane file a STAR? 4) why can't a controller find the time to amend the route in 2+ hours. 5) why does duats put latitude/longitudes in the flight plan? 6) how long is this going to go on?
