Narrative:

We departed phx to ase departing from runway 8. We were cleared into position and hold after an air carrier Y B737 touched down. There was also an air carrier Z CL65 on final and cleared to land. This is a common practice. The air carrier Y B737 rolled out long and spent more time on the runway than the tower controller anticipated. The tower then cleared us for takeoff and decided that it was too close and commanded the CL65 to go around. During our climb out, I glanced at the TCASII (we may have had a TA alert, though I don't recall one) and noticed that we had a target 400 ft directly above us. I did not notice if they were climbing or not. I then commanded my first officer to shallow our climb. Approximately 30 seconds after that command, we received a TCASII command to 'monitor vertical speed,' to which we were already complying. To my knowledge the crew of the CL65 was never directed to offset or turn, and could not see us and we could not see them. If it weren't for the TCASII, I'm sure that we would have come closer than 400 ft.

Title: DHC8 INITIATES TCASII MANEUVER DUE TO AN OVERFLYING CL65 CAUSED BY TWR ISSUED GAR WHEN DEPARTING PHX.

Narrative: WE DEPARTED PHX TO ASE DEPARTING FROM RWY 8. WE WERE CLRED INTO POS AND HOLD AFTER AN ACR Y B737 TOUCHED DOWN. THERE WAS ALSO AN ACR Z CL65 ON FINAL AND CLRED TO LAND. THIS IS A COMMON PRACTICE. THE ACR Y B737 ROLLED OUT LONG AND SPENT MORE TIME ON THE RWY THAN THE TWR CTLR ANTICIPATED. THE TWR THEN CLRED US FOR TKOF AND DECIDED THAT IT WAS TOO CLOSE AND COMMANDED THE CL65 TO GO AROUND. DURING OUR CLBOUT, I GLANCED AT THE TCASII (WE MAY HAVE HAD A TA ALERT, THOUGH I DON'T RECALL ONE) AND NOTICED THAT WE HAD A TARGET 400 FT DIRECTLY ABOVE US. I DID NOT NOTICE IF THEY WERE CLBING OR NOT. I THEN COMMANDED MY FO TO SHALLOW OUR CLB. APPROX 30 SECONDS AFTER THAT COMMAND, WE RECEIVED A TCASII COMMAND TO 'MONITOR VERT SPD,' TO WHICH WE WERE ALREADY COMPLYING. TO MY KNOWLEDGE THE CREW OF THE CL65 WAS NEVER DIRECTED TO OFFSET OR TURN, AND COULD NOT SEE US AND WE COULD NOT SEE THEM. IF IT WEREN'T FOR THE TCASII, I'M SURE THAT WE WOULD HAVE COME CLOSER THAN 400 FT.
