Narrative:

We were on a flight from ric to dca. Approximately 10 miles south of ojay intersection on the irons 4 arrival into dca, we were switched to dca approach. I called 2 times and they didn't respond. We then saw traffic on our TCASII and realized it was going to be close to us. I urgently tried to contact approach with no avail. We got a TCASII TA and then a TCASII RA. It told us to descend. We complied with the RA and descended to 7200 ft MSL. Once the traffic had passed, started to climb back to our altitude. I finally got a hold of dca approach and advised him of our situation. He tol us to descend to 7200 ft MSL, which we did with no other problems.

Title: DURING A DELAY IN ESTABLISHING COM WITH APCH CTL AFTER A HAND OFF FROM ARTCC, A TFC CONFLICT OCCURRED BETWEEN AN ACR AND A SINGLE ENGINE BIPLANE. A TCASII RESOLUTION ADVISORY RESOLVED THE CONFLICT AND COM WAS REESTABLISHED.

WE THEN SAW TFC ON OUR TCASII AND REALIZED IT WAS GOING TO BE CLOSE TO US. I URGENTLY TRIED TO CONTACT APCH WITH NO AVAIL. WE GOT A TCASII TA AND THEN A TCASII RA. IT TOLD US TO DESCEND. WE COMPLIED WITH THE RA AND DESCENDED TO 7200 FT MSL. ONCE THE TFC HAD PASSED, STARTED TO CLB BACK TO OUR ALT. I FINALLY GOT A HOLD OF DCA APCH AND ADVISED HIM OF OUR SIT. HE TOL US TO DESCEND TO 7200 FT MSL, WHICH WE DID WITH NO OTHER PROBS.
